China's DF-17 -- a hypersonic glide vehicle riding a medium-range ballistic missile, capable of Mach 5 to 10 and maneuvering hard enough in flight to defeat most existing missile defenses -- has been an operational weapon in the People's Liberation Army Rocket Force since 2020, according to the Pentagon's own assessment. It was tested at least nine times between 2014 and 2017, shown publicly for the first time at an October 2019 parade, and has since been evaluated by US officials as demonstrating accuracy "within meters" of its intended target in testing.[1] China has had a fielded, accurate hypersonic weapon for the better part of a presidential term longer than the United States has had one at all.[2]
Russia's Oreshnik, an intermediate-range ballistic missile derived from the RS-26 Rubezh program, reaches reentry speeds above Mach 10 and can carry up to six maneuverable, submunition-armed warheads across roughly 3,000 to 5,500 kilometers -- enough to cover the entire European theater from Russian or Belarusian soil.[3] It is not theoretical: Russia used it in a real strike against Ukraine. But as of January 2026, Russia had only three to four operational Oreshnik units built, with production expected to ramp to just five missiles a year starting in the second quarter of 2026, after the system was deployed to eastern Belarus the previous month.[4] A demonstrated, combat-used hypersonic weapon and a functionally symbolic-sized arsenal are both true about the same program at the same time.
The Army's Long-Range Hypersonic Weapon, known as Dark Eagle, has now missed its fielding deadline three times running -- first in 2023, again in 2024, and again in January 2026, when the Army confirmed it had not met its own end-of-2025 target despite telling reporters as recently as the prior month that it would. The Pentagon has put more than $12 billion into the effort since 2018.[5][6] The Air Force's parallel program, ARRW, was shelved after repeated test failures and has since been revived, requesting roughly $387 million in FY2026 to begin procurement; a second Air Force system, HACM, isn't expected to begin production until 2027 at the earliest, per a Government Accountability Office report.[7] And the FY2026 defense budget request for hypersonics research and development actually fell to $3.9 billion, down from $6.9 billion the year before -- a $3 billion cut in research funding in the same budget cycle the Army was publicly missing its third consecutive deadline.[2]
Three countries, three genuinely different positions on the same technology, and none of them is the simple "US is behind" story the headlines run. China has an operational, accurate, combat-capable hypersonic missile that has been sitting in its arsenal for six years. Russia has fired one in anger, but built barely a handful of them. The United States has neither fielded nor fully funded its own, even as its own research spending on the category just went down. Being behind isn't one condition -- it's at least three distinct kinds of behind, and each one calls for a different fix.
Against that backdrop, the Department of War -- the secondary title President Trump's September 2025 executive order authorized for the Department of Defense, which is why current defense communications carry titles like "Under Secretary of War for Research and Engineering," or USW(R&E), rather than the older USD(R&E)[9] -- issued an open challenge in 2026 for ground-launched, high-speed missile prototypes capable of precision strikes at roughly 1,000 nautical miles in contested environments. The challenge deliberately does not specify a propulsion architecture: cruise, ballistic, or hypersonic glide, using solid rocket, liquid rocket, ramjet, scramjet, or hybrid propulsion are all explicitly welcome.[8] That is a structurally different bet than Dark Eagle or ARRW, which were each a single service betting on a single exquisite design over years. An open, propulsion-agnostic call is the Pentagon effectively admitting the single-program model hasn't delivered on schedule, and asking a wider field to try.
Why does this matter? A defense-acquisition newsletter's item about a missile challenge reads, on its own, like routine Pentagon process. It reads differently next to the actual state of the field it's responding to: an adversary with a six-year-old fielded weapon, a second adversary that has used one in combat but built almost none of them, and a US hypersonics effort that has spent over a decade and $12 billion without fielding its own -- while cutting the research budget for the category by nearly half. The open challenge isn't evidence the US has caught up. It's evidence the exquisite-program approach was tried, on a fixed budget and a fixed design, and didn't work fast enough to keep betting on alone.
